Government Contract & Claim Advisory Services

Overview

Exponent’s team of professionals has extensive public contract experience in aerospace and defense, construction, and environmental matters at the Federal, State and Local levels, particularly with respect to performing Request for Equitable Adjustment (REA) and claims consulting, incurred-cost and contract-compliance review, performance audit, and process improvement services.

Exponent’s in-depth cost and schedule analysis experience on design, development, production, modification and refurbishment contracts involving state-of-the-art technologies (and their advancement) on aerospace and defense programs is extensive. We are extremely well-versed in the quantification of damages/cost overruns resulting from impacts such as delay and disruption, loss of efficiency, changed work, terminations, business interruption, untimely delivered/defective technical data packages, customer-directed changes, customer-caused interference, and constructive changes. In addition, Exponent has significant experience in performing critical path schedule and delay analyses and in working with numerous Cost/Schedule and Control Systems Criteria (C/SCSC), cost accounting, and Earned-Value Management Systems (EVMS).

Our government contract engagement experience includes, but is not limited to:

  • Military aircraft design, development and production
  • Software development and computer programming
  • Computer chip development
  • Aircraft/helicopter simulator development, production and refurbishment
  • Communications equipment production
  • Electronic defense systems development
  • Development and production for air and ground-based missile systems
  • Development of solid rocket motors and inertial navigational units for space launch vehicles.

Our professionals understand the allowability and allocability of costs and the specific accounting, auditing, reporting, legal, and operational requirements of government contractors’ customers, and the unique requirements of aerospace and defense projects in such environments. Exponent’s professionals have spent many years performing services that are required to be consistent with principles and standards such as the Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Government Accounting Standards (GAGAS).

As a result of our experience, we understand the interdependencies, interrelationships and flow of communications amongst government contractors’ various functional organizations such as: the program office, finance and accounting, procurement, engineering, planning, contracts, subcontracts, project management, scheduling, tooling (design and fabrication), industrial operations, fabrication and assembly in many different contracting and program environments.

We have worked for subcontractors, prime contractors, the government, and third parties on a variety of fixed-price and cost-plus contract arrangements involving state-of-the-art technologies/issues such as: electronics, advanced alloys and composites, advanced bond shop, heat treating and anodizing processes, advanced tooling and machining, fabrication and subassembly/assembly procedures, design of solid rocket propellant, and solid rocket propellant mixing technologies.
