
Ms. Lockyer has recently joined Exponent after having worked in the pesticides and biocides industry for almost 20 years. Ms. Lockyer has extensive experience with the UK and EU regulatory systems for biocides and Canadian and American antimicrobial divisions. She has dealt with many different types of products including rodenticides, insecticides, industrial and remedial timber preservatives, “sanitisers,” cosmetics, and also general chemicals.
Prior to joining Exponent, Ms. Lockyer held the position of Senior Regulatory Manager at Rentokil Initial, responsible for regulatory compliance within the products businesses where her involvement went through from product inception to registration, placement on the market and final disposal. Ms. Lockyer provided strategic advice to facilitate the execution of commercial, manufacturing, and technical decisions; in addition to liaison with regulatory authorities. She is highly experienced in the different regulatory requirements relating to supply, carriage, and disposal and is a qualified Dangerous Good Safety Adviser for “all classes by road” under ADR. She has also spent the last fifteen years dealing with product related incidents and emergencies; being able to communicate effectively with both members of the public and the emergency services.
Ms. Lockyer has been a represented on two Product Stewardship Schemes over a number of years and has sat on various Trade Association groups including BPCA, BAMA, BACS, and SMDSA.
Ms. Lockyer has extensive experience in the registration of biocide active substances and products within the context of Directive 98/8/EC. This includes responsibility for the preparation and post-submission support for existing active substances subject to EU review and product authorisation and mutual recognition activities post Annex 1 inclusion. This work has covered a wide range of different projects for insecticides and rodenticides providing her with a wide breadth of experience. Ms. Lockyer is able to provide strategic regulatory advice for biocides to assist companies at all stages of the product development life cycle.
Since joining Exponent, she has broadened her regulatory skills to include plant protection products within the context of Directive 91/414/EEC and Regulation 1107/2009. Specific areas where she now has direct experience are in assessing the data requirements for active substances subject to Annex 1 renewal and the re-registration of products at Member State level post Annex 1 inclusion (including dossier preparation in accordance with dRR format).
