
Mr. Kwon specializes in construction project management practices and procedures, and has participated in preparation of claims related to numerous types of construction impacts and delays. At Exponent, Mr. Kwon has assisted in the preparation of cost and schedule analyses for different types of construction projects, has performed document reviews, and has assisted in the preparation of narrative reports. He has experience creating and analyzing as-built schedules, analyzing cost information, developing graphs, charts, and other visual aids for presentation purposes, and has been involved with the updating of contemporaneous project schedules. Mr. Kwon has also served as an on-site scheduler for a general contractor, providing scheduling support services for active construction projects.
Prior to joining Exponent, Mr. Kwon was a Project Engineer for Matt Construction, a major general contractor in Southern California.

Transportation
Highway—Developed a Time Extension Request for a general contractor on a $69M highway project in Carson City, NV. Evaluation included development of detailed as-built schedule, quantification of acceleration, determination and evaluation of critical delays through interview of on-site personnel and review of project documents, and damages quantification.
Highway—Prepared a delay and impact analysis for a general contractor against an earthwork subcontractor, totaling $2.7M. Services included creation of detailed as-built schedules, productivity analyses, and delay/disruption damages quantification. Claim settled.
Highway—Assisted a second-tier subcontractor in a claim against an earthwork subcontractor. Services include demonstration of disruptive impacts to second-tier subcontractor’s work. Claim settled.
Bridge—Currently assisting a general contractor performing a $120M bridge project. Services included an analysis of weather related impacts, and preparation of a change order related to a major structural failure.
Bridge—Assisted in the defense of an equipment manufacturer against a $23M schedule delay claim related to a structural failure. Services included a detailed document review and schedule analysis focusing on concurrent delay issues. Claim settled.
Tunneling—Currently assisting a general contractor performing a $150M subway tunneling TBM project. Services included preparation of a baseline schedule, and assistance with schedule updates and scheduling related change orders.
Tunneling—Currently assisting a general contractor performing at $210M sewer tunneling TBM project. Services include evaluation of TBM productivity and analysis of possible concurrent delays to secondary work.
Institutional Residential—Currently assisting a general contractor performing a $190M high rise condominium project. Services included schedule updating services.
Residential—Currently assisting a general contractor performing a $80M three building green condominium complex. Services included preparation of a time extension request and schedule updating services.
Residential—Currently assisting a developer in a $700k termination claim against an electrical subcontractor. Exponent’s services have included a detailed evaluation of the project records in order to determine the cost and schedule impacts related to the alleged non-performance of the subcontractor. Exponent’s client received a favorable decision.
Residential / Tenant Improvement—Currently assisting a developer with scheduling issues on a $22M condominium conversion project. Services include change order evaluation and investigation of concurrent delays and impacts.
Data Center / Professional Services—Successfully defended a major national accounting firm against a $75M professional services lawsuit. Exponent performed an analysis of project management oversight services on five Internet data centers and determined that our client properly performed its auditing and oversight functions. Exponent’s analysis included a detailed evaluation of the scope and costs for Internet data centers.
