
Ms. Chilan's primary areas of expertise include marine pollution control and monitoring, oil spill response, and shoreline cleanup. She has applied her background in chemistry to a variety of environmental monitoring and assessment programs. Ms. Chilan has 6 years of experience with environmental policy making at a regional level in the Persian Gulf and Caspian Sea regions.
Her experience covers data interpretation and analysis associated with marine monitoring programs, regulatory compliance investigation and analysis, coastal zone management planning, environmental impact assessment, and consulting on installation of ISO 4001-based environmental management systems. Having an excellent understanding of maritime and marine environment related laws, she has developed compliance strategies for government and private organizations to comply with international, regional, national, and local environmental regulations.
Ms. Chilan’s previous work includes developing regional protocols and their implementation strategies. She has been a member of technical committees and task forces on ballast water and sediment management, transboundary movement of hazardous waste, biological diversity and establishment of protected areas, oil spill emergency response, shoreline oil cleanup, oil spill compensation claims, ship recycling, wreck removal, environmental quality monitoring programs, environmental impact assessment and sustainability, prevention of marine pollution from land based activities, prevention of marine pollution from ships, and prevention of marine pollution by dumping of wastes at sea. Her experience on Environmental Management Systems included installation of ISO14001 as part of an integrated management system at ports of Khuzestan Province in the Persian Gulf.
Ms. Chilan has focused on damage assessment and identifying efficient shoreline oil cleanup techniques associated with the Gulf War-I for three years in her graduate research.

The Project covered identification and design of legal, technical, and administrative requirements for implementation of the convention/protocol.
