
Ms. Brooks-Ray has an extensive background in international regulatory activities, including analyzing the impact of national and international regulations on food companies’ businesses. She has vast experience with work on Codex Alimentarius issues and has worked with the U.S. government and international organizations to contribute to the development of Codex food standards and guidelines. She has been an Advisor on the U.S. Government delegations at Codex Committee meetings and has also represented international organizations at Codex meetings.
Ms. Brooks-Ray's expertise includes the US Food and Drug Administration's (FDA) food regulations, especially on food additives, labeling, claims, and imports, and developing corporate and industry positions on FDA issues. She also has experience in nutrition, research and development, and sensory evaluation.
Prior to joining Exponent, Ms. Brooks-Ray was Director of Regulatory Affairs and Nutritional Sciences for Bestfoods. She worked with corporate management worldwide on scientific, food law/regulatory, nutrition, and Codex Alimentarius issues.

Identified priority Codex Alimentarius issues for organizations and companies, analyzed and developed comments on relevant Codex Alimentarius documents for these clients, and represented them at Codex Committee meetings.
Managed the preparation of petitions for approval of new food additives in several countries.
Managed the development of an international regulatory network with regulatory experts in key regions of the world, which is designed to provide clients with expert, cost-effective results for international regulatory services.
Prepared scientific and technical papers for clients to support their positions on proposed international standards.
