
Mr. Millea has 7 years of consulting experience in the construction industry, with expertise in reviewing and evaluating construction claims, performing delay analyses based on CPM schedules and contemporaneous project documentation, determining responsibility for delays, providing construction advisory and claims avoidance services, developing and reviewing CPM schedules, and instructing training seminars. His experience also includes evaluating claimed damages associated with claims.
Mr. Millea has prepared and evaluated claims for both owners and contractors. He has presented findings at arbitration and has also participated in various dispute resolution forums such as mediations and other dispute-related project meetings with opposing parties and experts in attendance.
Prior to joining Exponent, Mr. Millea provided construction consulting and dispute resolution services as a senior consultant at Trauner Consulting Services, Inc., in San Diego, California. Prior to his experience with construction consulting, Mr. Millea worked as a field engineer and environmental inspector for Stone & Webster Engineering in Boston, Massachusetts.

Provided CPM schedule and delay analysis services to the contractor for its design-build contract to construct a $411M toll road near San Diego, California. Prepared time impact analyses for various delay issues to assist the contractor in establishing entitlement to compensation for delays.
Provided CPM schedule and delay analysis services to Caltrans for the construction of an $18.4M highway realignment and widening project in Laguna, California. Evaluated contractor schedule submittals and provided on-site scheduling and technical advice to Caltrans for determining appropriate time extensions to be included in change orders due to various ongoing delays.
Performed a schedule and delay analysis for the Idaho Department of Transportation for a $12M steel arch bridge construction project near Riggins, Idaho. Directed the development of an as-built schedule to determine the delays to the project and assisted in preparing a comprehensive expert report evaluating the contractor’s claims against the state.
Evaluated a contractor’s claim against the Colorado Department of Transportation on an $11M highway-widening project in Aspen, Colorado. Performed a CPM schedule and delay analysis to determine the delays that occurred on project per the CPM schedules.
Performed an as-built schedule and delay analysis for the New Mexico Department of Transportation to assist the state in resolving 26 of 54 individual claims totaling $9.6M, for a $7.6M road improvement project in Ruidoso, New Mexico. Evaluated contractor claims for merit and performed a responsibility analysis for the delays. Participated in a claims board hearing with NMDOT, the contractor, attorneys, other experts, and the claims board.
Developed an as-built schedule for the New Mexico Department of Transportation to evaluate contractor claims on $7M and $12M road re-construction projects in Alamogordo, New Mexico.
Provided CPM schedule and delay analysis services for the Alameda Corridor Transportation Authority (ACTA) during the construction of the $2.4B Alameda Corridor. Performed an analysis of the contractor’s monthly schedules during the project, attended routine progress meetings with the construction managers, and provided technical analysis and advice to ACTA during negotiations with the contractor to resolve contractor claim issues.
Developed an as-built schedule and evaluated contractor claims for the Port of Los Angeles on a $34M bridge reconstruction project in Los Angeles, California. Analyzed daily inspection reports, hourly time sheets, schedules, change orders, correspondence and other documentation to determine responsibility for delays during the project.
Health Care FacilitiesProvided CPM scheduling and delay analysis services to the contractor during its construction of a $65M nursing facility in Santee, California. Provided technical analysis and advice for the contractor in support of its claims against the owner. Early project claims were resolved at a dispute review board hearing for which the contractor was awarded approximately $18M and a time extension for owner-caused delays.
Evaluated a $565,000 claim against a subcontractor by the Army Corps of Engineers for alleged incomplete work during an air force base remodeling and expansion project in Phoenix, Arizona. Evaluated the claim, identified flaws in the analysis, documented completed construction activities by line item, and prepared technical documents and a mediation presentation for the claim. The claim settled at mediation.
Power, Industrial, and Process FacilitiesEvaluated a contractor’s claim against the designer on a $5.7M live fire survivability test and evaluation complex in China Lake, California. Reviewed the contractor’s delay analysis, prepared a written report refuting the contractor’s claims, and assisted in the development of a graphical mediation presentation.
Water/Wastewater Treatment FacilitiesPerformed a schedule and delay analysis for the Los Angeles County Sanitation District to determine the cause of delays during the construction of a $2M sodium hypochlorite and bisulfite facility at a water reclamation plant in Los Angeles County, California.
Evaluated a contractor’s claim against the city for alleged delays during the construction of a wastewater treatment plant in Los Angeles, California. Evaluated the contractor’s scheduling expert report and performed an analysis of the CPM schedules and contemporaneous project documents to identify critical delays and responsibility for the delays on the project.
Correctional Facilities
Performed a CPM schedule and delay analysis for a state agency to assist in its defense of $11.3M in contractor claims on $44M in contract work during the construction of the Delano II State Prison in Delano, California. Provided oversight and direction for the CPM schedule analysis and development of an expert report and mediation presentation. The case settled in August 2007 at mediation for $3.3M plus the release of $2.2M in liquidated damages.
Provided CPM schedule and delay analysis services for the contractor during its construction of a jail in Middlesex County, Massachusetts. Reviewed the baseline schedule to ensure compliance with the specifications and performed an ongoing delay analysis of the monthly updates.
Airports Performed an evaluation of damages incurred by the contractor during the $6M removal and replacement of a fire station at an airport in Orange County, California. Reviewed the contractor’s pay requests and financial records to determine the amounts owed for complete but unpaid work, change orders, overhead expenses for owner-caused delays, lost profit, and legal fees.
Performed a schedule delay and responsibility analysis for the contractor’s surety for the $1M remodeling and expansion of an airport terminal, near Phoenix, Arizona, during which the contractor was terminated from the project. Developed an as-built schedule and reviewed the contemporaneous project documentation to determine delays and responsibility for delays, and prepared an expert report with graphics and exhibits containing the results of the analysis. Reviewed the City of Phoenix’s expert report purporting to justify the termination of the Contractor and prepared a letter rebutting the findings of the analysis. Assisted in the development of a graphical mediation presentation and attended the mediation.
High Rise Condominiums and Apartments Provided CPM scheduling and delay analysis services for the contractor during its construction of a $78M high-rise condominium project in downtown San Diego, California. Provided on-site scheduling assistance and technical analysis and advice to the contractor regarding the project delays and best practices for CPM scheduling.
Provided CPM scheduling and delay analysis services for the owner during its construction of a $47M high-rise condominium project in downtown San Diego, California. Reviewed contractor’s monthly updates and performed routine jobsite visits to ensure the project status was accurately reflected in the schedules. Documented delay issues and performed technical analysis on project delay issues.
Performed a productivity analysis for electrical work performed during the construction of a high-rise condominium project in Las Vegas, Nevada. Met with contractor personnel to discuss issues, compiled man-hours from the project time sheets, and performed a measured mile analysis to determine productivity loss on impacted electrical activities.
Educational Facilities Performed a delay analysis for a plumbing subcontractor for its work associated with the construction of a science lab at San Diego State University. The plumbing contract was for $1.75 million. Developed an as-built schedule from the daily reports and time sheets, and reviewed the contemporaneous documents to determine the cause of delays on the project. Also evaluated additional damaged incurred as a result of the project delays.
Miscellaneous
Performed an as-built schedule and delay analysis for a contractor in support of its $250K claim against the owner resulting from delays during the construction of a $3.6M church in Solana Beach, California. Testified to the cause of project delays at arbitration in July 2007.
Provided CPM schedule and delay analysis services for the contractor during its construction of an $8M border station in Murrieta, California. Provided on-site CPM scheduling services during the development of cost-loaded monthly updates and narratives. Also prepared time impact analyses to establish entitlement to time extensions for owner-caused delays and provided technical advice to the contractor to assist in its pursuit of compensation for delays.
Provided CPM schedule and delay analysis services for the contractor during its renovation of a historic courthouse in Boston, Massachusetts. Performed an ongoing delay analysis of the project schedule updates and provided technical advise to the contractor upon request.
