Mr. Hislop specialises in EU REACH Regulation and, in particular, the registration requirements for “Phase-in” substances. Mr. Hislop is also actively involved with REACH registration for “Non Phase-in” substances and worldwide new chemical notification.

Mr. Hislop’s experience of EU notification of new chemical substances under Directive 92/32/EEC extended to preparation of the documents for approximately 200 successful notifications to the regulatory authorities of all major Member States. Mr. Hislop also notified of a series of shale oil chemicals to the Estonian Competent Authority, which formed part of the Accession agreement when this country joined the EU in 2004. Furthermore, he has successfully notified many new chemical substances under other regulatory schemes worldwide, including notifications in Australia and Canada, as well as US Pre-Manufacture Notices. Examples of documents prepared for notification and REACH registration were technical dossiers, risk assessments / chemical safety reports and safety data sheets.

Mr. Hislop has considerable experience in development of testing programmes for chemicals, notably specializing in use of an “intelligent approach” to safety testing in order to reduce costs to clients and minimize the use of experimental animals. He has been a leading advocate of the principle of “read-across” approach between structurally-similar substances for many years. His expertise in adaptation of the standard testing regime is particularly relevant under the REACH Regulation.

In addition to the practical work associated with the various regulatory systems, Mr. Hislop also provides advice on regulatory strategy both in-house and to clients.

Prior to joining the Exponent, Mr. Hislop spent 14 years working within the registration department of a leading UK-based contract research organisation. He spent 12 years concentrating on worldwide notification of new chemical substances and ultimately headed this section. In 2007, Mr. Hislop established a new section within the registration department, dealing exclusively with REACH registration of “Phase-in” substances.
