Mr. Pollack has over 30 years experience in a broad range of air quality dispersion modeling, air permitting, and regulatory assessment activities. This experience includes designing and directing air quality dispersion modeling analyses; analyzing data related to air emissions, meteorology, climatology, and air quality; assessing current and future regulatory compliance issues; and developing technical and permitting solutions for sources of criteria, toxic, and greenhouse gas emissions. His projects have encompassed a wide range of sources and industries, including electric power generation, natural gas and LNG distribution and storage, pulp and paper manufacturing, chemical production, steel production, and minerals processing.

Mr. Pollack’s modeling and data analyses have been used for many purposes, including air permitting and licensing, environmental impact reports and studies, State Implementation Plan revision, facility and stack design, monitor and facility siting, impact assessment studies, risk assessments, and odor assessments. Modeling analyses have included consideration of complex terrain, building downwash, fugitive emissions, indoor air quality, accidental releases, and mobile sources. His experience also includes the calculation of criteria pollutant, hazardous air pollutant, and greenhouse gas emissions from stationary and mobile sources, including motor vehicles, non-road engines, and marine vessels during project operational and construction phases.

Mr. Pollack has conducted due diligence, critical flaw, and air compliance assessments, many in connection with the proposed transfer of electrical generation assets. These assessments have considered current and future regulatory requirements, the extent to which permit conditions and future requirements may constrain future operations, and issues associated with emissions cap-and-trade programs, including the analysis of historical and projected emissions relative to holdings of allowances required under emissions cap-and-trade programs. His regulatory-oriented work has also included development of permitting strategies, preparation of air permit applications, identification of applicable requirements, and negotiation of permit terms and conditions. He also has conducted analyses to estimate potential emissions reductions associated with the displacement of electrical generation or fuel use from other sources.
