Mr. Dale is now a regulatory specialist in Exponent’s REACH and new chemical notifications team. Mr. Dale graduated from the University of Warwick in 1996 with a degree in Biochemistry and completed his postgraduate studies there in 1998, obtaining a master’s degree in Ecosystems Analysis and Governance.
Prior to joining Exponent, Mr. Dale spent 6 years working within the registration department of a leading UK-based contract research organisation. He spent 4 years concentrating on worldwide notification of new chemical substances where he specialized in the notification of substances using non standard testing strategies, before changing focus to work with the registration of “Phase-in” substances in accordance with the REACH regulation (Regulation (EC) No 1907/2006). In particular, Mr. Dale spent much of his time working as the technical advisor to international consortia developing regulatory strategy for their REACH registration procedures, designing testing programmes and providing tailored regulatory advice to clients across the globe.
Mr. Dale specializes in the EU REACH Regulation, in particular the registration and testing requirements and procedures for both “Phase-in” and “Non Phase-in” substances and has given presentations on the Regulation at a number of international conferences and seminars in Europe, USA, and Asia. Mr. Dale also continues to be actively involved in the worldwide notification of new industrial chemicals.

Acted as technical advisor to a large, international metal consortium. Provided advice to the consortium’s Technical Working Group and developed regulatory strategy for the REACH registration of the elemental metal and approximately 15 of its compounds on behalf over 25 companies.
