
Mr. Evans has over 25 years experience in civil and power engineering, construction management, construction dispute consulting, and preparing project risk assessments. He has assisted clients in the successful resolution of complex construction problems for power generation, offshore petrochemical, high-rise commercial, and government/housing/defense projects.
Mr. Evans previously worked as an engineer in structural and power engineering with Gilbert/Commonwealth (Worley Parsons) providing design for coal-fired power plants. He has significant experience in construction management regarding the engineering, procurement, and construction (EPC) of power plant projects with the Morrison-Knudsen Corporation (URS Washington Group Division). Mr. Evans has testified in State Court as an expert witness regarding schedule delay matters.

Commercial Building ProjectsAssisted an international construction management firm to resolve cost and schedule overruns incurred on a $250 million combined hotel, condominium, theater and retail facility due to incomplete and late design drawings. He prepared a request for equitable adjustment (REA) that included a schedule delay analysis and time related damages.
Retained by outside counsel for a state university to prepare a schedule delay analysis and provide trial testimony regarding the impact of structural design omissions and other events that delayed the completion of a high-rise residence hall.
Assisted the owner of an investment casting wax production plant in preparing rebuild estimates for fire damage at the facility. Various rebuild scenarios were used including comparative estimates between repairing the existing facility or new construction at a different location.
Power Generation Projects Provided construction consulting services on over sixteen power plant projects in the last ten years. Assisted both engineering and construction firms in the successful resolution of complex construction management and dispute issues. The work included the preparation of Requests for Equitable Adjustment (REA) for delay and disruption impacts attributed to late and incomplete engineering, differing site conditions, labor productivity issues, equipment failures, start-up and commissioning, and the cumulative impact of changes.
Offshore Petrochemical Projects Prepared a cost and schedule analysis for an international contractor regarding two Brazilian owned FPSO (Floating Production Storage Offloading) facilities that were delayed 22 months and $750 million over budget.
Assisted an international contractor in Brazil with on-site project management process reviews to determine the underlying issues that resulted in a $25 million cost overrun and three-month schedule delay during the refurbishment of a deep water drill ship. The study identified lessons learned to mitigate cost and schedule issues for the contractor’s future refurbishment projects.
Government/Housing/Correctional FacilitiesRetained by the outside counsel representing a public housing authority to prepare a schedule delay analysis and provide trial testimony regarding the delays to the construction of 24 apartment buildings. Mr. Evans analyzed the contractor’s $10 million construction claim and testified in state court.
Provided project oversight services to the department of corrections for a state government regarding the construction of four medium and high security prison facilities. The services included monthly project schedule reviews to resolve potential cost and schedule impacts due to engineering, procurement, or construction issues. The four prison projects were completed on time and within budget.
Government/Defense ProjectsAssisted a government contractor in preparing a request for equitable adjustment for schedule delays and labor disruption incurred during a missile production contract. The government had changed critical environmental specifications during production that resulted in delay and disruption.

Our client was the second source and used drawings and specifications prepared by the development contractor that were found to be incomplete and defective.
