
Mr. Collins has more than 20 years of experience providing construction and program management services from the different perspectives of Project Owner, General Contractor, and Consultant Project Manager. His project experience includes highways and bridges, industrial facilities, water and wastewater treatment plants, telecommunication facilities, port facilities, marine structures, Superfund site remediation, commercial buildings and infrastructure, and urban planned residential developments.
Mr. Collins’ specialization areas include managing and advising client management teams in the design-build and design-bid-build processes, construction QA/QC programs, value engineering studies, cost estimating, constructability reviews, change order review and negotiations, staff training, project controls including CPM schedule preparation and updates, and dispute resolution and claim mitigation services. He has worked directly with clients to solve complex construction management and project control issues including the development and implementation of cost, quality, and time management procedures for Fortune 500 clients; federal, state, and local governmental agencies; and ENR top 50 Contractors.

Industrial Water Treatment Facilities—Project manager for wastewater treatment facility construction and expansion for potato food processing facility in Connell, Washington. The project was fast-tracked and completed in 5 months through the winter to meet the state regulatory agency deadline. Construction commenced 1 month before final contract drawings were complete incorporating over thirty major design and field changes.
Infrastructure Defense Facilities—Estimator/project manager on construction of 15 miles of engineered access roads, water storage and fire protection infrastructure at remote site on 256,000 acre U.S. Army training facility in Yakima, Washington. Responsible for schedule, budget, change order preparation, project controls, and U.S. Army Corps of Engineers QA/QC program.
Private Utility—Project manager of design-build access road and infrastructure project constructed under strict environmental controls for the utility that provides natural gas and electricity to most of northern California. Work included third party delay claim and impact damage calculation/negotiation with client for contract equitable adjustment.
Pipeline—Wastewater Treatment Facility Expansion Program for Southwest Washington County. Provided professional engineering services to support the construction of approximately 2 miles of a Force Main Segment through a residential development. Construction management services provided for bid, award, construction, and closeout phases for the Project.
Environmental Superfund Site Remediation—Senior project engineer for remediation activities that included excavation and stabilization by solidification of DOE-designated extremely hazardous waste (liquid tar) on a 50-acre EPA Superfund site in Tacoma, Washington.
Residential DevelopmentUrban Planned Development—Senior development manager responsible for all site development and entitlement activities on a 1,526 lot urban planned development including permitting, management of consultant team, and construction management as owner’s representative including field inspection management, contract administration, construction engineering, safety program, quality control, design clarifications, change orders, schedule management, and monthly pay estimates.
Telecommunications Wireless Facilities—Northwest regional design/construction manager of design-build process deploying Pacific Northwest sites including civil and building installations. Created in-house design/CAD department and certified all construction plans as Engineer of Record for LLC. Managed, trained, and coached a construction engineering and management group of 20 employees.
Transportation Bridge—Construction engineer and claims analyst for DOT team directing the $160MM seismic retrofit activities on a 2.5-mile west suspension span portion of the San Francisco-Oakland Bay Bridge. As reviewer/negotiator/ mediator/technical consultant, reviewed change orders, submittals, and potential claims for senior DOT staff including the area construction engineer.
Highway—Resident engineer during bid, award, construction, and closeout phases for Redevelopment Project that was the largest contract in City history. Point of contact for the City in coordination with Contractor, DOT, and DRB members. Responsible for overall construction risk management for the City and was the point of contact for the 50 businesses along the corridor during the 18 month construction period.
Highway—Construction project manager on urban DOT interchange project, providing access to Microsoft Redmond campus and surrounding area. Project had major staging and cost impacts as a result of the discovery of a hawk’s nest on the project site. Worked with WSDOT and DRB members to mitigate the impacts to the hawk’s nest and impacts to project baseline schedule.
