E. Ray Biggs, Robert Seana, and Dr. Carrie Sturts Join Exponent's Bellevue Office

Mr. Ray Biggs, Mr. Robert Seana, and Dr. Carrie Sturts recently joined Exponent's Bellevue Office, expanding Exponent's Construction Consulting practice to the Pacific Northwest.

Mr. E. Ray Biggs is a Senior Managing Engineer in Exponent’s Civil/Structural Engineering practice, experienced in consulting to the construction industry in the areas of construction management, project scheduling, contract claims, estimating, analysis of design problems and disputes resolution. Mr. Biggs also provides expert trial testimony on construction safety issues involved with construction accidents. Mr. Biggs has an extensive background in the management of major heavy construction projects. Prior to becoming a consultant, he held responsible engineering and management positions with two major construction companies in California and Oregon, and was project manager on the Kingdome in Seattle. He has worked as an estimator on nuclear power plants, buildings, highways, bridges, flood control projects, and water waste treatment plants. He has considerable experience in cost accounting, project planning, CPM scheduling, subcontract administration, change orders, construction management, and claims analysis.

Mr. Robert P. Seana is a Senior Engineer in Exponent's Civil/Structural Engineering practice and is based in Bellevue, Washington. He has over 30 years of experience and specializes in the analysis of construction projects and contractual issues for impact to construction costs and schedule. He has developed detailed CPM schedule analyses to present As-Planned vs. As-Built conditions to quantify project delays and their impact on the project schedule. Mr. Seana prepares and evaluates contract claims and counter claims, and prepares cost analyses to support the defense of claims and summary findings for use at mediation, arbitration, or trial.

Dr. Carrie S. Sturts is an Engineer in Exponent's Civil/Structural Engineering practice, and recently moved to Bellevue, WA from Exponent's Menlo Park, CA Office. Dr. Sturts pursues problems relating to construction sequencing, project scheduling, contracting, and pricing. A background in structures, geotechnical engineering, and hydrology provide a foundation to her work, while her studies and experience in pricing, contracting, and scheduling support her analysis of design and construction delays and conflicts. Dr. Sturts works with the construction and project management teams to support risk assessment and management. Her diverse experience with life safety and building management systems for hospitals and courthouses, historical restoration, environmental remediation, and high-rise buildings, provides insight into coordination and hidden risks associated with project delays and acceleration in challenging projects. She analyzes these problems in the context of technical as well as economic issues.

Dr. Mark Johns Joins Exponent's Bellevue Office

Dr. Mark W. Johns is a Principal Scientist in Exponent's Environmental Sciences practice. Dr. Johns has more than 22 years experience specializing in the fields of environmental investigation and remediation, geology, geophysics, and geological oceanography. He has been responsible for the technical direction of several large CERCLA-related environmental studies pertaining to heavy metal contamination at mine sites in the western United States. He has also managed large RCRA-related studies at petrochemical facilities that have evaluated organic contaminants and dense non-aqueous phase liquids (DNAPLs). During these investigations, Dr. Johns provided litigation support to counsel, worked under numerous consent orders (in several states), prepared hundred of documents, and assisted clients with negotiations and site evaluation planning. In addition, Dr. Johns has participated in numerous geophysical surveys, both offshore and on land. Surveys have included reflection and refraction profiling designed to evaluate near-surface potential geohazards and deep structural and stratigraphic sequences. Dr. Johns has also designed and evaluated geophysical borehole programs including sonic velocity, resistivity, gamma ray, induction, and spontaneous potential.
