Mr. Gorman has broad experience in the review and analysis of construction costs and the preparation of construction claim damages. He is familiar with all categories of construction costs and has analyzed these costs on behalf of owners, both public and private, general contractors, and subcontractors. In performing these analyses, Mr. Gorman has employed various recognized methods for calculating damages. He has analyzed, among others, direct labor costs (rates and productivity impacts); material costs (quantities and escalation); equipment costs (rates and utilization); subcontractor costs; and overhead/general conditions. Mr. Gorman has also developed and reviewed owner delay damages, including additional/increased costs, lost profits, and rental versus ownership cost impact. Mr. Gorman has construction experience in a variety of industries including: transportation, heavy/civil and highway, manufacturing facilities, prisons, power plants, and commercial buildings. Mr. Gorman has provided expert testimony on the subject of damages and construction cost analysis on several occasions in federal, state, and city courts, and in arbitrations. Mr. Gorman has also participated in mediations as both an expert witness and as a mediator. Prior to joining Exponent, Mr. Gorman was a Director in the construction practices of Navigant Consulting, Inc. and PriceWaterhouseCoopers, LLP, and was a Principal in Gorman Consulting, Inc., which provided construction claims and management services to the construction industry.
