Key Elements for Cost-Effective Remedies

Effective use of remedial technology screening. Through careful use of technology screening, Exponent focuses the feasibility study by eliminating infeasible technologies early in the process, thereby reducing the overall effort required. Because we do not typically do design or construction, Exponent has no vested interest in the selected remedy and thus our scientists and engineers are technically unbiased. We know which remedial technologies work in which situations, and what the critical considerations are with each technology.

Development of realistic remedial alternatives and conceptual design scenarios. Exponent’s multidisciplinary team works with our clients, onsite personnel, and regulators to identify site-specific constraints and potential impacts to onsite operations and nearby human and ecological communities. Our approach leads to the development of more realistic remedial alternatives and conceptual design scenarios, which saves time and money by minimizing the need for future changes to the selected remedy.

Risk-based cleanup level development, risk-based alternatives comparison. Exponent toxicologists and ecologists perform site-specific analyses to support the establishment of realistic cleanup goals, and to provide more appropriate comparisons of short-term and long-term human health and ecological risks for different remedial scenarios. By integrating the expertise of engineers, bioavailability chemists, toxicologists, and ecologists, Exponent is able to provide sound, scientifically based assessments for selection of cost effective remedial actions that are protective of human health and the environment.

Objective evaluation of all remedial alternatives. Decision makers are often focused on a particular presumed remedy. Exponent has found that its thorough and objective evaluation of potential fatal flaws provides a sound technical basis for proceeding with the presumed remedy and sometimes results in identifying a more cost-effective variation of the remedy.

Exponent recognizes the limitations of feasibility study cost estimates for use in long-term planning, liability estimation, and cost allocation for environmentally impaired sites. Feasibility study cost estimates usually target an accuracy of –30 to +50 percent, and typically do not include major cost components, such as regulatory oversight, litigation/negotiation, and internal administration, and thus may not be sufficiently accurate for these purposes. In remedial cost analysis, we strive to understand our clients’ goals and constraints and develop realistic cost estimates to help them make well-informed business decisions.

Methods that Exponent employs in feasibility studies and remedial cost analysis include cost-benefit evaluation, Monte Carlo uncertainty analysis, sensitivity analysis, uncertainty reduction (e.g., through targeted supplemental data collection), and decision analysis.
