The chemical industry has repeatedly declared its willingness to respond to public concern about chemicals through its Product Stewardship commitments. Voluntary commitments to provide Screening Information Data Sets (SIDS) on High Production Volume (HPV) chemicals place an enormous strain on the same resources needed to address the growing burdens of regulatory compliance for new and existing products. This is a global challenge to the chemical industry associated with three independent programs (and lists of HPV chemicals): the Organization for Economic Cooperation and Development (OECD) SIDS program, the related International Council of Chemical Associations (ICCA) HPV Chemical Initiative, and the U.S. HPV Chemical Challenge Program.

The goal of developing a SIDS on selected HPV chemicals is the same in each case; a commitment to sponsor a chemical under any one of these programs is comparable with the exception of exposure assessment, which is not included in the U.S. program.

Because the U.S. program does not require exposure or risk information, strict compliance will result in public release of hazard information, including toxicology and ecotoxicity data, that does not reflect exposure/risk potential. In contrast, the OECD and ICCA programs are associated with SIARs, SIAPs, and SIDS Initial Assessment Meetings (SIAMs) that address exposure and risk potential.

We provide the full complement of technical support to HPV program efforts including the development of communication approaches as well as exposure and risk assessment support. We provide the technical support required to develop and implement test plans that address the SIDS for HPV chemicals, including SIDS Initial Assessment Reports (SIARs) and Profiles (SIAPs).

We provide the following technical support services to HPV chemical sponsorship efforts:

  • Development of scientifically strong bridging arguments and chemical categories to reduce testing of related chemicals
  • Preparation of robust summaries, test plans, and dossiers
  • Placement and management of contract laboratory testing
  • Preparation of SIARs and SIAPs
  • Preparation of upper tier risk assessments, if required
  • Representation at SIAMs
