Mr. Dolhon is a practicing structural engineer, with over 30 years of experience and with emphasis on performance evaluation, failure analysis, construction defects, rehabilitation and repairs, construction accidents, premises liability, and code compliance of existing buildings and structures. He consults with owners, contractors, property managers, and attorneys on the cause and origin of failures, extent of damage, rehabilitation design, and the application and compliance with building codes, transportation standards, safety standards, industrial codes, labor laws, and other industry standards often pertaining to the means of egress, stairs, and walking/working surfaces.

Mr. Dolhon has investigated various classifications and uses of buildings and structures, including warehouse and distribution centers, one- and two family dwellings, multi unit and high rise apartment buildings, historic and landmark structures, schools, churches, bridges, subway stations, parking garages, sports stadiums, theaters, air supported and tensioned fabric structures, storage tanks, cooling towers, floating docks, bulkheads, retaining walls, courtyards, plazas, playgrounds, and other structures.

Mr. Dolhon has investigated various building and structural components, including floor and roof systems (e.g., Dox Plank, filigree, light-weight roof structures, and floor/roof arches), balconies, under-floor spaces, structural steel platforms, slabs on ground, underpinning, temporary protection/shoring, foundations (e.g., abutments and piers), building envelopes, brick masonry veneer, fire escapes, ladders, stairs, ramps, handrails, guards, fences, and various floor surfaces. He has also investigated various construction materials, including steel, concrete, concrete masonry, brick masonry, structural steel, steel joists, conventionally reinforced concrete, high strength concrete, pre stressed and precast concrete, cinder concrete, plain and mass concrete, thin brick inlay, fire retardant treated lumber, plate connected wood trusses, heavy timber bow string trusses, ceramic tile, vinyl floor covering, and floor mats.

Mr. Dolhon has investigated conditions ranging from complete collapse to loss of serviceability. Conditions have included concrete cracking, delaminations, corrosion of embedded metals, spalls, steel corrosion, and section loss. They have also included the effects of elevated temperatures, malicious attack, flooding, water intrusion, wood decay, soil erosion, design deficiencies, construction defects, natural disaster and severe weather, ground movement, vibration, settlement, adverse effect of adjacent construction, deflection and creep, expansive materials, sinkholes, dewatering, etc. Conditions have also included slip resistance testing and evaluation of walkway surfaces and stairs.
