Mr. Holmes has over 20 years of regulatory toxicology experience, working for both government and industry. He has a comprehensive knowledge of EU toxicology risk assessment with respect to pesticides, chemicals and pharmaceuticals. Mr. Holmes provides advice on toxicology programmes, unusual findings in toxicology studies, cases and opinions for consideration by regulators, and toxicology sections for dossiers. He also drafts cases and risk assessments to support chemical and product registrations outside of Europe. Mr. Holmes joined Exponent from the APC Ltd, where he spent 2 years as the senior expert toxicologist, and also successfully managed a number of Technical Equivalence, AII data-matching and AIII registration projects on behalf of clients.

Prior to joining APC Mr. Holmes worked for 4 years at a multinational CRO, providing an expert regulatory service to clients for pharmaceutical, chemical and agrochemical products. Before moving into contract research, Mr. Holmes worked for 11 years at the Pesticides Safety Directorate, the UK regulatory authority for plant protection products (now the Chemicals Regulation Directorate, CRD). It was here he trained as a toxicologist. Mr. Holmes provided toxicological guidance to colleagues and applicants, evaluated dossiers, and peer reviewed toxicological evaluations produced at PSD and by counterparts in other Member States.

During his time at the UK’s Pesticides Safety Directorate, Mr. Holmes also provided training in EU methods of toxicology risk assessment to East European States joining the EU. He has also given training on EU toxicology risk assessment procedures to other international visitors and industry.
