Ms. Hung has experience in all phases of construction projects, and has advised clients on a range of construction topics ranging from project portfolio management, project controls, project scheduling, change management, risk management, and construction dispute resolution.

Ms. Hung has consulted in the electric power industry for several years, providing guidance on developing and managing electric transmission project portfolios. She has assisted clients with establishing a repeatable process that produces and manages an executable, integrated multi-year project portfolio. She has provided support to enhance existing management systems, as well as implement new process and tools including resource-loaded schedules, to manage an electric transmission project portfolio. She has also developed varying levels of project- and portfolio-level project controls and reporting to facilitate the evaluation of work progress, balancing of resources, identification of execution risks, and development of mitigation strategies.

Ms. Hung’s experience with construction disputes includes the development, analysis, and defense of construction claims related to schedule and cost overruns. She has performed detailed analyses of project issues, delays, and costs for construction claims by both contractors and designers. She has also participated in various dispute resolution forums, such as mediations and dispute-related project meetings. Ms. Hung has developed detailed daily as-built schedules and databases, and analyzed as-planned and as-built schedules to determine entitlement and allocate responsibilities for project impacts.

Prior to joining Exponent, Ms. Hung worked as an Assistant Project Manager with a large commercial general contractor based in California. The construction projects that she managed include post-tensioned reinforced concrete high-rise hotels and apartment buildings; composite structural steel and concrete underground garages and above-grade office complexes; a seismically retrofitted retail store; and historical mixed-use masonry structures.

Utility

Electric Power—Consulted with the electric transmission division for one of the largest natural gas and electric utilities in the United States to improve the group’s overall performance and management of its program of work. The scope of work included the development of a repeatable project portfolio process that produces and manages an executable, integrated $1 billion electrical transmission and distribution substation capital portfolio of projects. Supported the expansion of existing management systems and tools, as well as the development and implementation of a set of new and repeatable process and procedures, enhanced project controls, and reporting tools. Developed over 3000 resource-loaded project schedules to provide an improved level of forecasting transparency, that also assist with resource balancing and scenario planning of the portfolio. Developed varying levels of project- and portfolio-level reporting for stakeholders of the portfolio, which facilitated the evaluation of work progress, balancing of resources, identification of execution risks, and development of mitigation strategies.

Institutional

Performing Arts—Analyzed and defended against the owner and contractor’s $90+ million design errors and omissions claim on behalf of the Architect / Engineer, led by an internationally renowned designer. The project is a new 250,000 sf premier performing arts facility located in Southern California. Provided assistance with deposition preparation, detailed change order review, and determination and allocation of damages values.

Residential/Mixed-Use—Assisted the general contractor in the preparation of a delay claim on a $90 million, four-building university housing complex in San Francisco, CA. Prepared issue analyses and identified and quantified claim costs. Participated in multiple mediation sessions and meetings with mediator, opposing party, insurance companies, design consultants, and architectural experts in attendance.

Casino Hotel—Analyzed a $5 million delay and disruption claim submitted by a concrete subcontractor on behalf of the general contractor on a large casino hotel in Las Vegas, NV. Performed damages analysis and detailed change order evaluation. 

Residential—Performed CPM schedule analysis and productivity analysis of subcontractor scopes on behalf of the general contractor on the construction of a $190M high-rise condominium tower in San Francisco, CA. 

Heavy Industry 

Wastewater Treatment Plant—Analyzed a general contractor’s delay claim on behalf of the design engineer on a $104 million wastewater treatment plant in Phoenix, Arizona. Developed a detailed daily-specific as-built schedule and database, and evaluated critical project delays and their causes. Analyzed contractor’s cost overruns and procurement/buyout process and determined project status at termination. 

Pipeline—Performed CPM schedule analysis and productivity analysis on behalf of a contractor for a delay and cost overrun claim on the construction of a 13,000 lf-long, large-diameter water pipeline in San Francisco, CA. Evaluation included the development of a daily as-built production schedule, and quantification and allocation of critical delays through schedule and issue analyses. 

Petrochemical Facility—Provided project advisory services to an energy company in managing a conversion program of eight terminals to handle ethanol-blended products. Assisted with plan development, risk identification and development of risk mitigation plans. Established and facilitated implementation of a reporting process among internal and external project stakeholders. Performed schedule updates and comparative schedule analyses, and reported on schedule statuses. 

Oil Platform—Developed an as-built project database to capture and report key project events for a delay and cost overrun claim on behalf of a subcontractor on an engineering, procurement, construction/fabrication, and installation contract. The project consists of a floating production, storage and offloading vessel (FPSO) and a floating, storage and offloading vessel (FSO) fabricated in Malaysia and Singapore that are located off the coast of Brazil.
