At Exponent, Mr. Khedr has prepared and reviewed risk assessment and analyses, CPM schedules, updates, revised/recovery (acceleration) schedules and time impact analyses for several projects of varying complexity and size.

Additionally, Mr. Khedr has participated in the analysis of various types of construction claims for mediation, arbitration and litigation. These claims included the analysis of schedule delays and impacts, and damages for alleged delays and disruption due to errors and omissions, contractor’s termination costs, direct and business interruption costs due to various insurance related claims, remediation costs related to Chinese drywall repairs, direct cost overruns and liquidated damages related to multi-faceted litigation.

Mr. Khedr participated in the development, maintenance and updating of a comprehensive project portfolio for both the transmission line and the substation divisions of a large energy utility in California. This project also required scenario planning and consolidation of the company’s existing information systems into a single portfolio. Mr. Khedr also participated in the claim analysis of several contracts consolidated into one litigation for a state transportation agency involving completion delays, cost overruns and liquidated damages.

Prior to Exponent, Mr. Khedr was an on-site contract administration engineer, where he coordinated and managed project controls and all contractual matters related to the construction of a $480M+ airport terminal building in Sharm El Sheikh, Egypt.

After the project’s completion in two years, Mr. Khedr sought to undertake a master’s degree in his field and was granted a fellowship at San Diego State University. The focus of his study was the determination of a framework for providing suitable dispute avoidance and resolution techniques to mitigate/eliminate sources of conflicts, claims, and disputes in the heavy construction industry.

Project Experience

Performing Arts Center

Mr. Khedr participated in the analysis of and preparation for mediation sessions involving an $80M+ dispute regarding a designer’s performance related to a major performing arts center project in Orange County, California.

Wastewater Treatment Plant

Mr. Khedr completed a study of the termination cost of a contractor working on a wastewater treatment plant located in Nevada.

Mr. Khedr also participated in the replacement cost analysis for components of a waste water treatment plant located in Maryland due to alleged engineering errors and omissions.

Mr. Khedr analyzed direct costs associated with alleged change orders, extended field overhead costs, and other alleged job cost overruns for a claim related to a waste water treatment plant expansion at two separate sites located in New York.

Energy

Mr. Khedr participated in the direct and indirect cost analysis for delays and impacts to two electrical substation projects located in Iraq.

Mr. Khedr also participated in the damages and change order analysis for a nuclear power facility. Additionally, Mr. Khedr has participated in the schedule delay analysis of an unplanned outage schedule for a low pressure turbine failure at another nuclear power facility.

Federal Courthouse

Mr. Khedr took part in the analysis of a contractor’s damages for a New York Federal Courthouse.

Commercial Office Buildings and Hotel

Mr. Khedr analyzed an insurance claim related to direct cost and business interruption damages to several buildings located in Boston that suffered water damage from a water main pipe failure.

Mr. Khedr also participated in the preparation of the acceleration schedule for the modernization of a al administration building.

Residential

Mr. Khedr has performed quantity takeoffs for a remediation effort for single family homes located in Alabama and Florida related to the recent Chinese drywall issue in the US.

Infrastructure

Mr. Khedr performed scheduling and time impact analysis services for a bridge replacement project located in Rhode Island.

Mr. Khedr also performed a damages analysis for a claim related to a state DOT materials testing and administration facility located in Maryland.

Earthwork

Mr. Khedr performed a lost productivity analysis for a 10.2M cubic yard earthwork project to construct trails/embankment, targets, defilades and ancillary systems and structures for a tank firing range located in Mississippi.
