Mr. Stern has almost 8 years of experience in the construction industry providing project advisory services and claims consulting. With Exponent, his work has focused on dispute resolution; working on claims of various sizes, performing change order entitlement, and claim preparation and defense. In the past he has worked with a variety of clients on large scale infrastructure and transportation projects. Prior to joining Exponent, Mr. Stern was an Assistant Project Manager with Hill International. His experience includes construction management, change order processing and review, construction consulting, resident engineering and inspection, and project controls.
Most recently, Mr. Stern was part of an on-site construction management team for a large public transportation authority involved with the construction of a $2.1 billion subterranean transportation project. He was responsible for all change orders associated with the Project, whether owner or contractor initiated. His duties included the analysis of change order entitlement, evaluation of costs, developing detailed change order scopes of work and requests for proposals (RFP), developing cost estimates and time impact analyses, price negotiations and procurement management. Additionally, his duties included coordination with designers, contractors, and client personnel to progress and finalize each change as well as tracking and reporting of all change order activities.
Mr. Stern is experienced in the procurement process for large public works projects including the preparation of RFPs. His experience includes Public Private Partnership (P3) projects including the preparation of an RFP for a $1.5 billion transportation project. Additionally, Mr. Stern has provided on-site resident engineering and inspection services for major infrastructure projects. This work included requests for information (RFIs), contractor submittal reviews, material quantity calculations, database management, coordinating trades, processing contractor payment applications and inspection services. Mr. Stern has significant experience involved with drilled piles, reinforced concrete, and structural steel installations.

Transformer Manufacturing Plant
Mr. Stern participated in analyzing change order entitlement, and defective construction claim preparation for a transformer manufacturing plant in Memphis, TN.
Deep Sea Oil Rig
Mr. Stern analyzed potential damages and lost productivity on the construction of an oil platform ahead of preparing a claim for a major oil company.
Mr. Stern also took part in a schedule delay analysis for this same client and project.
Mr. Stern provided change order entitlement analysis on an airport improvement program in Rhode Island.
Mr. Stern analyzed for accuracy a construction estimate to alleviate damages on a high-rise building in lower Manhattan.
Mr. Stern reviewed a claim against a developer in New Jersey to determine entitlement, if any.
Consulting Construction Management Services – Managed and tracked all changes to the base contract on a large scale public transportation construction project. Utilized contractual documents and staff to determine change order entitlement as well as potential schedule impacts. Developed detailed scopes of work for each change and collaborated with an estimating team to deliver detailed independent cost estimates. Coordinated scope and negotiation meetings with various entities and processed a majority of the procurement procedures for the client. Successfully settled changes to the contract totaling over $12 million in value.
Cost Evaluation – Inspection and analysis of bridge foundations to calculate extent of repairs to the existing foundation. Estimated potential construction cost to the client while developing repair details and drawings.
Project Controls – Thorough customization of existing specifications according to project requirements as well as developing additional specifications to ensure all aspects of client standards were accommodated during the pre-bid phase. Customization included conforming to Design Build Finance Maintain (DBFM) and Public Private Partnership (P3) suitability. Concurrently compiling and maintaining a Contract Deliverables Requirements List (CDRL) for use during the life of the project.
Resident Engineering and Inspection Services – Extensive on-site interaction with client and contractor during construction phase. Assisted in the review of design submittals and RFIs, performed quantity take-offs for various portions of upcoming work and change orders. Closely involved with work processes during substructure, footing, and superstructure construction; worked with the contractor to obtain the best product for the client. Inspected many facets of construction including: rebar, caisson, structural concrete, and steel placement to adhere to project specifications.
