Mr. Bious has over 30 years of experience as an Inspector, Case Review Officer, and Case Settlement Officer for the United States Environmental Protection Agency (USEPA). He has expertise in the Toxic Substances Control Act (TSCA) that includes Premanufacture Notification, Inventory Reporting, Testing Requirements and Polychlorinated Biphenyls (PCBs). In addition, Mr. Bious has multimedia experience that includes FIFRA, EPCRA 313 and other EPA statutes. Mr. Bious began his career as an analytical chemist specializing in High Performance Liquid Chromatography of pharmaceuticals and intermediates.

As and Enforcement Officer and Chemist at the EPA, Mr. Bious had the opportunity to lead multimedia environmental compliance inspections and coordinate case development. He commented on several draft and proposed EPA regulations that were eventually issued as final by EPA. Some of these rules include the Polymer Exemption Rule (1995) and the Chemical Data Reporting Rule (2012).
