Mr. Feinberg has over 10 years of experience in EPA’s Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) regulatory affairs, specializing in pesticide product registration and support at the Federal, State, and International levels, including Canada’s Pest Management Regulatory Agency (PMRA). His expertise includes EPA and PMRA registration and support strategies; product development; and stewardship. His primary focus is pesticide registration, including conventional chemicals, biochemicals, microbials, and antimicrobial products, in the areas of herbicides, insecticides, fungicides, rodenticides, repellents, and plant growth regulators. Mr. Feinberg incorporates science, risk assessment, and regulatory affairs into developing strategies to obtain new product approvals.

Mr. Feinberg’s experience includes new active ingredient and end-use product registrations, tolerance petitions, import tolerance petitions, regulatory strategy and data development plans, reduced risk petitions, Registration Review, biochemical classification dossiers, inert ingredient approvals, and general registration support. He works effectively with clients and internal stakeholders to develop appropriate regulatory strategies and data development plans, based on their specific needs and the regulatory requirements for each product. He has extensive experience specifically with biochemical and microbial pesticides under FIFRA and Canada’s PMRA. This experience includes preparation of registration strategies, data development, bridging of data, preparation of submissions, and the successful approval of pesticide active ingredients and/or end-use product registrations.

In addition to pesticide regulations, Mr. Feinberg also has regulatory affairs experience with the USDA Animal and Plant Health Inspection Service (APHIS). He specializes in understanding the regulations for Plant Protection and Quarantine (PPQ), Biotechnology Regulatory Services (BRS), and Veterinary Sciences (VS) permitting. Mr. Feinberg has extensive experience interacting with regulators from both PPQ and BRS, and he has a strong understanding of the regulations and the Agency’s expectations.

Mr. Feinberg has a strong research background in U.S. and international pesticide and chemical regulations and is experienced in understanding the connections between these regulations. He has extensive experience researching pesticide, fertilizer, biostimulant and chemical related regulatory issues using a variety of resources and databases including. NPIRS, EPA and FDA dockets, the Federal Register, and various EPA, PMRA, APHIS and CA DPR databases and websites.

Project Experience

Provided FIFRA regulatory support for new active ingredients, registered active ingredients, food-use and non-food use pesticide products, new end-use products, new uses of registered products, and supplemental/distributor registrations.

Developed and reviewed registration strategies for several novel conventional, biochemical, microbial, and antimicrobial pesticide products. These projects included assisting with the review of protocols and placement and monitoring of studies, coordinating with the analytical laboratory, and managing submissions to EPA, PMRA, CA DPR, and other state agencies.

Managed the data development for multiple active ingredients and end-use products in support of Federal and state pesticide registrations, EPA Registration Review, EPA Re-Registration, special reviews, and other data requirements under FIFRA. This work included general regulatory consulting services, coordination of client and laboratory interactions, and managing and monitoring ongoing health and safety studies at contract laboratories.

Submission of tolerance petitions, import tolerance petitions, and product amendments and notifications to EPA and PMRA.

Managed reduced risk EPA petitions in support of expedited review of applications for registration for food and non-food uses. Developed the regulatory strategy and rationale to support the submission.

Prepared tolerance exemption petitions for polymers (qualifying for polymer exemption), including submission of all supporting data and tracking of the EPA review and approval of the new food-use polymer inert ingredient and associated tolerance exemption.

Prepared and submitted several new food and non-food use inert (other) ingredient petitions to EPA.

Performed due diligence reviews of pesticide products and supporting data for potential acquisition.

Performed EPA FIFRA and Canada PMRA registration training for clients.

Performed APHIS and EPA CDX training for clients and colleagues.
