Mr. Hall is an electrical engineer with 10 years of experience in design and construction management. He specializes in construction project management for the energy sector, including grid operation, efficiency and resilience. His current experience includes project management for the maintenance of electric utility assets. He is responsible for various aspects of maintenance projects, including outage clearances, permitting, environmental impacts, resource allocation, scheduling and cost. His design experience includes mission critical data center facilities as well as flagship developments such as Hudson Yards and World Trade Center.

Prior to Exponent, he managed the design of mechanical, electrical, and plumbing systems (MEP) in New York City and the Bay Area. His design experience includes core and shell building infrastructure as well as retrofits and upgrades/enhancements. His electrical system expertise includes distributed generation, fault resilience, microgrids, netzero energy buildings, and renewable energy integration. He has seen design from concept through start-up including coordination with numerous stakeholders, permitting, installation details, field coordination, and commissioning. He has also analyzed failures particular to flooding and designed the refurbishment/replacement of damaged systems.

Academically, Mr. Hall received his M.S. in Civil and Environmental Engineering with a concentration on Sustainable Design & Construction from Stanford University and his B.S. in Electrical Engineering from Columbia University. He focused on construction management, energy transmission and energy conservation during his master’s degree and power systems and signal processing during his undergraduate.

Project Experience

Electric Utility Maintenance – Manages a portfolio of maintenance projects, and is responsible for outage clearances, permitting, environmental impacts, resource allocation, scheduling and cost. Coordinates with numerous stakeholders and addresses constructability issues ad hoc, ensuring project success.

MEP/FP/LV Design Project Management – Project Manager & lead electrical designer for multiple high-rise core and shell buildings, ranging from 500K-2.8M square feet. Responsible for design deliverables including mechanical, electrical, plumbing, fire protection, and low voltage design services. Projects have included commercial office, data centers, trading floors, residential, hotel, museums, and exercise facilities. Notable projects (all in New York City) include 2 World Trade Center, 35 Hudson Yards, Sven LIC, Halletts Point Buildings 2&3.

Electrical Floodproof Design – Provided innovative solutions for numerous upgrades at 3.5M square foot office tower in Manhattan, post-Hurricane Sandy. Conducted onsite survey and assessment of damaged systems and redocumented existing conditions for reuse/replacement. Design innovations include a unique fire alarm power distribution system, elevated secondary fire command station, floodwall pumping systems, and waterproof systems for floodproof fuel oil tank storage rooms, all of which required regulatory variances from the FDNY and NYC Building Department.

Electrical Data Center Design – Lead electrical engineer for multiple data center projects and studies, ranging from conceptual design for co-location providers to high profile tech client fit-out details.

Sustainable Design – Designed industry leading energy conservation in the built environment through photo voltaic, battery storage, microgrid control, geothermal heating & cooling, natural ventilation, and integrated design practices.
