Mr. Hughes is a chemical engineer who has focused on conventional and technical safety over the past 30 years. He has developed expertise in a variety of industries including nuclear construction and operations, on & offshore oil & gas, petrochemicals, potable & wastewater design and management, and manufacturing. He has managed teams from large global organizations, to small multi-disciplinary engineering consultancies, through to project-specific teams in UK, US, Europe, Middle East and Asia Pacific.
Mr. Hughes offers expertise in three main areas:

Key career highlights include:
Successfully directed nine country HSE teams in Australia, China, Japan, Malaysia, New Zealand, Philippines, South Korea, Taiwan and Thailand, including 8,000 staff in 160 water treatment plants. He developed a common strategic HSE framework, incorporating best industry practice from around the globe and within the company, for the Asia Pacific operations of a global water management company.
Conducted a Front-End Engineering Design (FEED) stage project HSE review of the $80B Shah gas refinery project for the Abu Dhabi National Oil Company (ADNOC) HSE Department of the United Arab Emirates (UAE) government.
Responsible for the design and implementation of all the HSE systems for the design, construction and operations of the $3B Shams Island commercial and residential development project on Al Reem island in UAE.
Led over 200 international studies in a variety of industry sectors, including O&G, Water, Nuclear and Oleochemicals, covering UK, Europe, Middle East and Asia Pacific.
Coordinated various accident investigation teams in UK, China, UAE and Singapore, for individual corporations and governmental organizations in the Chemicals, Agrochemicals and O&G industries.
Managed all HSE issues for all major AGL/ BNFL Alliance projects and Sellafield and he was responsible for the coordination of all aspects of construction and project management safety for the UK nuclear industry for AMEC. He was responsible for 800 staff, through his site HSE teams. He controlled operations in compliance with both ISO 18001 and 14001 accreditations for accident performance reporting and analysis, policy and procedures review and operations auditing. David was then seconded to the Downstream O&G Processing business unit in Shanghai, where he managed design safety, construction safety and occupational health for AMEC/ SECCO EPC, PMC and SWS projects.
Technical safety consultant for onshore and offshore operations in the O&G industry in Aberdeen, Scotland. Clients included British Gas, Texaco, Shell Norske, Mobil North Sea , BP and Maersk. David’s experience included Hazard Identification (HAZID), Hazard and Operability (HAZOP) and Prevention of Fire, Explosion and Emergency Response (PFEER) studies.He also completed offshore HSE audits on fixed and mobile installations for various clients.
Previous experience as a Chemical Engineer includes design of safety training courses, $150M chemical plant commissioning for an Agrochemical client, regional safety management auditing for an Electrical Generation company, detailed design assessments of potable and wastewater treatment plants for a regional Water Management company, and emergency relief systems design and verification to nationally-accredited design standards.
