Mr. Pemberton has more than 30 years of experience of regulatory affairs gained within industry, government and consulting focusing on biocides, industrial chemicals and cosmetics. A key element of his role includes the provision of strategic scientific, regulatory, and policy advice to clients wishing to place new biocidal active substances and products onto the EU market and to develop product stewardship strategies for existing products or actives through the EU regulatory framework.

Prior to joining Exponent, Mr. Pemberton held the position of Global Regulatory Manager at Syngenta Crop Protection AG. In this role he took overall responsibility for regulatory management of Syngenta's public health insecticide and rodenticide active substances and products. This included the preparation and support of active substance and product dossiers to support reviews at national and EU level and dealing with all regulatory issues. Prior to joining Syngenta, Mr Pemberton was global regulatory manager at Clariant and was responsible for the EU BPD review of three active substances and for the cosmetics preservative business. Mr. Pemberton provided strategic advice to facilitate the execution of commercial, manufacturing, and technical decisions; in addition to liaison with regulatory authorities.

Before joining Clariant, Mr. Pemberton spent 14 years working at the Health & Safety Executive's Chemicals Regulation Directorate, the UK regulatory authority on biocides. He fulfilled the role of project manager, coordinating the evaluation of applications for registration of biocidal products. Aside from this, he also provided expert advice to colleagues in policy and legal branches, other government departments and to external organisations, regarding the operation of regulatory controls and the registration procedures for biocides, at both national and European level. Finally, this role involved regular liaison with the applicants for the provision of feedback on their applications and advice on procedural issues.
