Elise Salerno specializes in dispute resolution and avoidance, commercial management, and contract administration, providing independent expert quantum advice on large scale international construction projects. She is a qualified Civil Engineer, an experienced quantity surveyor, quantum as well as delay analyst and Expert Witness. She has worked across a wide range of sectors both in the UK and internationally, including infrastructure (rail, metro, airport), energy (windfarm, nuclear, LNG terminal, power plant, aqueduct), oil and gas (oil field), marine (FPSO, drilling rig), defense (submarine) and building sector (university, research center, hotel).

Within these sectors, she has supported a variety of public government, owner, contractor, or subcontractor clients in UK, Poland, Norway, France, Italy, Greece, Denmark, Kazakhstan, Azerbaijan, Abu Dhabi, South Africa, Egypt, Qatar, Jordan, Saudi Arabia, Brazil, Korea, and Australia.

Elise provides independent expert advice and produces forensic analysis in matters of quantum of complex claims such as prolongation, disruption (productivity studies), valuation of variations, re-measurement, defective works, and termination. She has experience of providing support at the various stages of the project lifecycle from inception, contract administration to final account and negotiation of settlement. She can also conduct delay analysis, including critical path analysis, causation analysis and forensic review of progress reports.

In addition to her technical background and work experience, Elise is fluent in French, Italian, (both native language), and English. She can read and speak basic Spanish and German.

Project Experience

FPSO, Norway
I assisted in the preparation of the joint expert report and expert report on quantum. Appointed by the client to assess the claims from its subcontractor for 690 variations ranging from €1k to €11m covering engineering, structural, piping, mechanical, E&I and commissioning works, for a total of c €130m.

Metro line, Denmark
I assisted in the preparation of an expert report on quantum. Appointed by the contractor to assess the re-pricing of the civil works following a major change of design in the retaining walls of the 21 station boxes, along with prolongation and disruption cost (c €500m in total).

Drilling Rig, Korea
I assisted in the preparation of an expert report on delay. Appointed by the builder to assess extension of time due following cancellation of the contract.

LNG Regasification Terminal, Poland
I assisted in the preparation of an expert report on quantum. Appointed by the contractor (consortium) to assess prolongation costs, along with welding disruption costs.

Educational building, Abu Dhabi
I assisted in the preparation of a claim report on quantum for proceedings. Appointed by the MEP subcontractor to assess re-measurement quantities and variations, along with prolongation costs.

Coal-fired Power Plants, South Africa
I assisted in the preparation of a report of the delay claim to assess status of the works and forecast completion date following a dispute with regard to the valuation of two megaprojects following a merger.

Water Wells and Conveyance System, Jordan
I assisted in the preparation of an expert delay expert appointed by the employer for the construction of pipeline and wellfield of a water conveyor system in the Hashemite Kingdom of Jordan.

Research and Studies Center, Saudi Arabia
I assisted in the preparation of expert report quantum for the arbitral proceedings with regards to the termination of the subcontractor. Appointed by the subcontractor to assess the loss and damages following the termination.

EPR Nuclear Power Plant, France
I assisted in the preparation of a delay and disruption claim relating to the construction of the turbine hall, and for the provision of strategic advice for the preparation of extension of time claims for the waste water treatment contract and the diesel generator contract.

Wind farm, UK
I assisted in the preparation of an expert report on quantum for an international arbitration with regards to the construction of a wind farm located in the UK. The dispute was in respect of remedial works arising from the discovery of design defects to the value of £30m.

Luxury hotel, Azerbaijan
I assisted in the preparation of expert witness reports for the Respondent in an international arbitration (US$150m) in respect of the termination of the contractor (Claimant). The contract (US$4.2b) was for the construction of a luxury complex including hotel, offices and apartment in Baku and was based on a cost plus fee arrangement.

Wind farm, UK
I assisted the quantum expert witness for the claimant in international arbitration for a wind farm located in the UK. The dispute (€70m) includes the determination of the costs for termination and replacement of the contractor, defects claims and unresolved variation as well as the counterclaim valuation. I also attended the hearing and provided support to the legal team.

Airport, UK
I participated in the review of the quantification of delay of compensation events under NEC3 for a Mechanical and Electrical subcontractor in the reconfiguration of Gatwick Pier 5.

Luxury hotel, Egypt
I provided quantity surveying support for the measurement of the take-off bill of quantity for a luxury hotel complex, including retail, fitness, conference centre, chalets and villas.

Oil & Gas, Qatar
I assisted the delay expert witness in an arbitration (US$25m) for extension of time on the construction of electrical substations. I participated in the production of the as-built programme for a delay claim.

Oil & Gas, Kazakhstan
I worked on 2 work orders for the oil field Karachaganak. For one, I helped prepare the report for a preliminary overview of the sums (US$300m) for using defective pipes materials by the consortium of contractor in the development of the field. I have worked in close collaboration with the metallurgic expert. For the other, I have assisted in a claim report for the commercial consequences of a shutdown for the processing complex (US$100m).

Jubilee & Northern Line Upgrade, UK
Part of the Tube lines team involved in the preparation of £327m claim against London Underground. My role included a forensic analysis of baseline versus as-built programmes for different heads of claim. I produced narratives in support of the comparison programmes. I also prepared a reply to the claim response.

Ska-Kiato Line Electrification, Athens, Greece
Working on the 120km of electrification of an existing line including one intersection station and the construction of 2 sub-stations, creating and implementing graphical reports as well as producing the client’s invoice. Identifying and pricing potential risks and variation through site inspection. As a manager of a small team, I also agreed claim quotations, sub-contractor payments and variation orders.

Bundamba Project, Water Treatment plant, Brisbane, Australia
Fast-track project for the construction of an advanced water treatment plant (£235m), working in an alliance with Black & Veatch, administrating 34 contracts (up to £7.5m) through all phases from invitation to tender to final account, producing monthly reports.

Renewal Works Projects, London, UK
Renewal Works Projects for the Jubilee, Northern and Piccadilly Lines of London Underground, I priced over £300k worth of claims, including detailed cost breakdown and substantiation.

Channel Tunnel Rail Link, UK
Fulfilling a Commercial role for the Testing and Commissioning phase including corresponding with client and third parties, raising EW & CE, managing sub-contracts In addition, I maintained the £6m budget through cost allocation and analysis of cost reports. Prior to Testing and Commissioning phase, I handed over the construction phase as a quality manager for the electrification works, managing the Quality Control, Drafting and maintaining Quality Documentations. Part of my roles involved regular site inspections with the client.

West Coast Main Line, UK
Working as a quality assurance for the overhead catenary department, ensuring the works on site were compliant with the quality requirement of the contract. Tracking and monitoring the progress of the works through the quality documentation.
