A registered Civil Engineer in California, Mr. Vail specializes in construction project management and construction dispute analysis. His more than 28 years of experience includes the planning, design, and construction of laboratories, detention facilities, infrastructure/utilities, sports venues, health-care facilities, large-scale demolition, and transportation projects.
Mr. Vail’s experience covers all aspects of construction. Working for public agencies and general contractors, he has acted as a Program Manager, Project Manager, Construction Manager, Superintendent, Scheduler, and Cost Estimator. For the past 2 years, Mr. Vail has been a Project and Program Manager for electric transmission line and substation projects as part of the Energy Generation Interconnection (EGI) Solar program and Electric Transmission Capital Project Program for a major northern California electric utility. He has successfully delivered more than twenty projects on time and under budget, for projects ranging from $5M to $75M.

Electric Transmission Capital Projects: Project and Program Management for Electric Transmission Capital program including transmission line and substation projects to increase capacity and reliability of electric transmission operations. Projects include transmission line reconductoring and structure replacement; substation upgrades including the design and installation of high voltage switches, load banks, SCADA equipment, protection relays, equipment controls, and system monitoring equipment. . Mr. Vail manages a portfolio of capital projects, with a total budget exceeding $150M. Responsibilities include; pre-design permitting phase coordinating with the CPUC; oversight for design, contracting, and construction of transmission interconnection; estimating construction cost, coordinating engineering and material procurement; and contracting, construction and commissioning coordination for electric transmission and substation facilities.
EGI Solar Program: Project and Program Management for the Central Valley Energy Generation Interconnection (EGI) program, which interconnected newly constructed photovoltaic arrays into the electric transmission grid. These generation arrays ranged from 20MW to 250MW in energy production, project costs ranged from $1.5M to $10M. Mr. Vail managed all phases of these projects from initial design through project close out.
Sonoma County Water Agency Photovoltaic Program: Construction Manager for the construction and commissioning of three photovoltaic arrays at separate sites, totaling 10MW in energy generation. Mr. Vail had overall charge of these generation installations, including oversight of construction sequencing, inspection and testing, quality control, and validation of the energy production of each photovoltaic array.
