Dr. Winegar has nearly thirty years of experience in all aspects of air monitoring and chemical analysis. Starting with a background in molecular dynamics, he moved into air quality measurement programs, both for source/stack testing and ambient air problems. An early proponent of on-site measurements, he expanded the role of new advanced technology for field measurement of toxics in agriculture, industrial processes and impacted communities. With a wide breadth of experience, he brings this knowledge to bear on solving difficult measurement programs for governmental, industrial and private client sectors.

While Director of Research and Technical Services at a major air laboratory, he developed new approaches to both field and laboratory methods, and gained a deep understanding of the air measurement arena. With this combination of field and laboratory experience, Dr. Winegar has been able to effectively manage both large and small-scale projects, including community monitoring programs associated with major remediation activities.

This background has enabled Dr. Winegar to contribute key information for a variety of risk oriented projects, such as hexavalent chromium, industrial fumigants, petroleum by-products, odor impacts, and agricultural emissions. Along with the chemical measurements, he has been responsible for meteorological data collection as well, using advanced technologies for remote access via cellular and radio link modes for the automated collection of multiple-site instrumentation data.

With nearly two decades of experience as an independent consultant, Dr. Winegar has developed the resources to meet any challenge in measurement problems. The focus of his work has been in the design and implementation of cost-effective and technically appropriate data collection efforts in support of client needs, from simple compliance verification to complex litigation support.

  • Evaluation of portable instrument functionality and operation, including field and lab comparisons.
  • Development and fabrication of on-line emissions measurement system for semiconductor fab facility.

  • Area source odor emissions assessment at former chemical warfare agent manufacturing site.

Project Experience

Fence Line and Permit Compliance Monitoring: Conducted a multi-year fence line compliance project at a major rare-earth mine, using a combination of continuous monitors and fixed-point samplers. Several meteorological stations were included in the continuous PM10 monitoring, with all data being transmitted automatically via wireless connection to a graphic dashboard display for continuous viewing.

Community Monitoring During Remediation: Managed a large air monitoring program for community protection during a major remediation due to subsurface petroleum contamination. A combination of roving and fixed-point monitors for a range of pollutants were monitored, communicated to the community via website, and supplied results for risk assessment.

Ambient Air Assessment to Community Recreation Area: Designed and conducted a year-long study at a large public recreation area to assess potential impact from nearby industrial source. Utilized a combination of continuous and integrated samplers to collect a wide range of risk-driving pollutants.

Evaluation of Emissions from Fumigation Facilities: Over multiple projects and sites, conducted facility emissions, worker exposure and community exposure to a major commodity fumigant.
