Mr. Zhang has more than 5 years of experience in construction industry. Mr. Zhang’s expertise includes cost control, permitting, procurement, project scheduling, estimating, change order management, subcontract management and construction field supervision for projects ranging from 20M to 500M. He also provides project management services to utility clients on large electric construction projects in California. Mr. Zhang’s experience with construction disputes includes project schedule analysis and investigation and cost analysis.

Prior to joining Exponent, Mr. Zhang worked as an Estimator, Field Engineer, and Project Engineer for a general contractor specialized in heavy civil construction. The construction projects that he involved include water treatment facilities, light rail and transit infrastructure, port facilities, bridges, and highways.

Project Experience

Utility – Electric Power

Responsible for developing and updating complex resource-loaded schedules, evaluating and tracking monthly cash flow, and developing business cases for major capital transmission and substation projects (over $300M) for a large utility client in California.

Infrastructure – Transit and Transportation

Supervised field operation, tracked schedule, managed subcontractor, and negotiated change orders for the general contractor on Light Rail traction power substation installation projects. Mitigated critical path issues to maintain project milestones.

Performed cost and schedule estimate, and value engineering for various large Design-Build transportation projects in southern California. Projects include LA Metro Regional Connector project and Foothill Gold Line Light Rail Extension project, Riverside County SR91 HOV project, and Port of Long Beach Gerald Desmond Bridge replacement project.

Infrastructure – Port

Developed and managed general contractor’s project schedule for an Intermodal Container Transfer Facility construction project for the Port of Los Angeles. Prepared time impact analyses and cost proposals for 20+ change orders. Managed all self-performing electrical work, including shop drawings, cost tracking, and daily field oversight.

Performed cost and schedule estimate for US Navy Pt. Loma Fuel Pier replacement projects.

Infrastructure – Water and Wastewater

Led the maintenance of the aggregate plant, batch plant and conveyor system for the San Vicente Dam Raise project. Field supervised the daily concrete production and system improvement.

Performed cost and schedule estimate for water treatment facility expansion and upgrade projects.
