Mr. Dela Rosa is a civil engineering professional with over 3 years of dedicated focus in engineering design work spanning across a wide array of projects. These projects range from urban infill commercial retail construction to renewable energy developments in solar, BESS, and substation design. His design expertise includes executing engineering, site layouts, permitting, and resolving constructability issues from entitlement phases to project construction.

Prior to joining Exponent, Mr. Dela Rosa spent most of his professional career at Kimley-Horn, a civil engineering design firm. Mr. Dela Rosa's technical skills include proficient use of AutoCAD Civil 3D drafting and design to produce construction drawings from proposal phase to full design completion. Technical design for these documents requires detailed knowledge of key construction components such as: underground utility infrastructure, earthwork grading, drainage system design, and offsite engineering requirements. He has served clients in the commercial retail and housing developer markets in the Greater Los Angeles area. In San Diego, his clientele service included small-scale BESS for both utility-scale and community-scale developers.

With his experience in the proposal phase for many projects, Mr. Dela Rosa has learned valuable skills with contracts sourcing 
and negotiation for prospective clients. Within technical design, he has gained key understanding for permitting requirements in jurisdictions across the San Diego and Los Angeles areas — particularly in code compliance for grading, drainage, and stormwater mitigation. He has worked and helped manage multi-disciplinary teams on challenging and unique projects, which include national private clients with nationwide construction initiative programs.
