Dave Parker, Ph.D., Joins Exponent as Senior Managing Scientist

Exponent welcomes Dave Parker, Ph.D., as a senior managing scientist in our Chemical Regulation & Food Safety practice in Harrogate, U.K. Dr. Parker brings more than 15 years of experience providing strategic scientific and regulatory guidance on pesticide residues, dietary exposure assessment, toxicology, and global registration programs. He has helped organizations navigate complex regulatory requirements across Europe and internationally while developing practical, science-based solutions to support product approvals, market access, and regulatory compliance.

Leadership in regulatory science and dietary risk assessment

Throughout his career, Dr. Parker has advised clients and stakeholders on some of the most challenging regulatory questions in dietary safety and pesticide regulation. His expertise spans dietary risk assessment, residue chemistry, toxicology, metabolism studies, maximum residue level (MRL) and import tolerance submissions, Threshold of Toxicological Concern (TTC) approaches, and global regulatory harmonization. He has successfully led scientific strategies supporting product registrations and regulatory submissions across the European Union, CODEX, and other major regulatory jurisdictions.

Before joining Exponent, Dr. Parker spent more than a decade at a leading global agricultural technology firm, where he served in technical leadership roles supporting global regulatory programs. He provided strategic guidance on dietary exposure assessments, residue definitions, risk assessment methodologies, and regulatory submissions for agricultural products. He also served as Chair of the CropLife Europe Dietary Risk and Models Group, helping lead industry engagement with European regulatory authorities on evolving dietary risk assessment frameworks and implementation approaches.

Dr. Parker is widely recognized for his ability to translate complex scientific and regulatory issues into clear, practical recommendations for decision makers. His work has included leading dietary safety components of major regulatory submissions, designing and overseeing residue study programs, evaluating global residue data, and advocating for innovative scientific approaches with regulatory agencies and industry stakeholders. He has also played key roles in advancing international policy discussions related to cumulative risk assessment, dietary exposure modeling, and regulatory harmonization.

In addition to his regulatory expertise, Dr. Parker has been a catalyst for digital innovation within scientific and regulatory organizations. He has developed tools and knowledge management systems that improve the efficiency and consistency of regulatory assessments, while helping technical teams integrate emerging technologies, including generative AI, into their workflows. His passion for mentoring and team development has enabled colleagues to build new competencies in dietary risk assessment, regulatory science, and digital transformation.

Dr. Parker earned his Ph.D. in nutritional biochemistry from Imperial College London, where his research focused on metabonomic studies investigating the effects of diet and pharmaceuticals on metabolic pathways. He also holds an M.Sc. in toxicology from the University of Surrey and a B.Sc. (Hons.) in applied biology/toxicology from De Montfort University. His scientific career has included research appointments at Imperial College London and techno-regulatory leadership roles at the U.K. Food Standards Agency, where he served as a toxicologist and dietary risk assessor supporting food and veterinary product safety evaluations.
