Dr. Bailey Goff, D.V.M, M.S., is a veterinarian and public health professional with expertise in animal health systems, infectious and zoonotic diseases, and science policy. She combines clinical veterinary experience with a One Health perspective to evaluate and respond to complex challenges involving companion animals, livestock and food-animal production, human health, and the environment.

Upon completion of her Doctor of Veterinary Medicine (D.V.M.), Dr. Goff practiced companion animal medicine while concurrently completing a Master of Science (M.S.) in Global Infectious Disease at Georgetown University. Her graduate thesis examined the ongoing highly pathogenic avian influenza (HPAI) outbreak in the U.S. and developed policy and trade recommendations for the poultry industry, with consideration for concerns of disease spillover events into dairy cattle and humans.

Prior to joining Exponent, Dr. Goff served as an American Association for the Advancement of Science (AAAS) Science & Technology Policy Fellow in the U.S. Senate, with support from the American Veterinary Medical Association (AVMA). Drawing on her scientific and clinical training, she analyzed policy related to agriculture, animal health, the environment, and energy. Her work included advising on legislation, supporting hearings with senior agency officials, and developing congressional correspondence with federal agencies.
