Claims Mitigation and Change Order Advisor — Terminal 4 Upgrade at John F. Kennedy Airport, New York, NY - Mr. Bozorgnia managed a team of 5 consultants in providing change order management, schedule, risk, and claims mitigation advisory on this $1.5 Billion airport terminal upgrade program. The program consolidated domestic and international operations into one modern terminal by adding 150,000 square feet with ten new gates, expanding the arrivals and departures area, modernizing security and baggage operations, and completing civil and signage work.
Schedule and Risk Advisor — Terminal C at LaGuardia Airport, New York, NY - Mr. Bozorgnia led risk and schedule advisory services on this $3.9 Billion airfield reconfiguration program. The program consisted of demolition of the existing terminal facilities, and the design and construction of 1.2M SF of new terminal facilities, including a headhouse, four concourses and a curbside building.
Rail and Transit
PMO Advisor — Grand Central Madison Program, New York, NY - This $11B major transit program was New York MTA's largest program and included a new 350,000 SF passenger concourse, eight tracks, facilities for ventilating the tunnels and concourse and powering trains, as well as reconfiguring a complex network of switches and tracks. Mr. Bozorgnia advised the client in setting up a PMO analytics group, co-developed the Master Integrated Schedule for this program, conducted numerous Time-Impact Analysis (TIA) on existing and potential upcoming change orders, prepared weekly heat maps on outstanding issues to assist the client in prioritizing work and negotiating with key contractors.
Process Facilities and Oil and Gas
Schedule Delay Analyst — Central Processing Facility, Alberta, Canada — This $1B project included a 60,000 barrels per day oil extraction and processing facility consisting of utility systems, water treatment, oil treatment, water de-oiling facilities, and an array of once-through steam generators, pipelines, and pipe rack modules. Mr. Bozorgnia lead the schedule delay analysis related to the steam-assisted gravity drainage processing facility's design, procurement, and construction. Mr. Bozorgnia also assisted in drafting an expert report related to the project's schedule and performance delays.
Lead Schedule Delay Analyst — Ammonia Plant, Arkansas — Mr. Bozorgnia provided schedule delay analysis on this ammonia plant project with a construction value of over $500 million for the He evaluated the impact of design and drawing changes on project delivery, supporting dispute resolution and expert assessment of time and cost variances against baseline plans. A distinctive aspect of the project was the reuse and reassembly of an existing ammonia unit from another site, which introduced unique engineering, integration, and sequencing challenges within a complex brownfield environment.
Utilities and Nuclear
Continuous Improvement Program Advisor for Electrical Line Undergrounding Program — Major Utility Owner, California — Mr Bozorgnia provided advisory to a major utility owner in developing lean methodologies including Value Stream Mapping (VSM) initiatives and tools to increase workstreams transparency and identify process steps associated with scoping, basemap, design, land acquisition, procurement, construction and close-out leading to cost reductions and schedule enhancements on a portfolio of $600M of undergrounding projects in California.
Dispute Advisor on Major Nuclear Project, South Carolina — Mr. Bozorgnia provided advisory support on a major nuclear project by analyzing a dispute concerning the auditor's standard of care, with a focused review of project progress and risk exposures as reported by the EPC contractor. His scope included assessment of cost and schedule risks associated with a $9+ billion nuclear expansion delivered under a fixed-price EPC procurement model, supporting dispute evaluation and expert analysis.
Housing Developments
Quantum and Planning Analyst — Government Housing Development, Southeast Asia — This $300M project included 4,000 housing units as well as infrastructure work that had witnessed structural damages due to ground movement occurring post construction. Mr Bozorgnia developed a resource-loaded remediation schedule that incorporated a systematic approach to fix the damaged areas while optimizing the planned resources and analyzing local productivity factors. He also drafted an expert report related to the project's proposed remediation program.
Water Resources
Project Manager — Los Angeles County Enhanced Watershed Management Program, California - Mr. Bozorgnia managed the pre-construction phase of $40M of Design-Bid-Build (DBB) and Job Order Contracts (JOC) under this program, which included infiltration galleries, monitoring equipment, and various infrastructure upgrades. Mr. Bozorgnia developed baseline schedules, estimated project costs, coordinated environmental approval, and obtained Board approval.
Bridges and Roadways
Lead Productivity and Damages Analyst — Major Highway Program, Denver, CO - Mr. Bozorgnia was the lead productivity and damages analyst for a dispute between the prime designer and its subconsultant related to a $1.2 Billion infrastructure overhaul, reconstructing a 10-mile stretch of an interstate highway procured using Design Build Operate Maintain (DBFOM) model. Mr. Bozorgnia analyzed project schedules, Job cost reports, earned hours, drawing changes and play of the day reports to identify discrete damages caused by design errors.
Resident Engineer — Wilshire Boulevard Bus Rapid Transit, Queensway Southbound Ramps J&K over Harbor Scenic Driver, Malibu Canyon and Kanan Dume Road T1 Tunnel, 124th Street, et al, Los Angeles County, CA - Mr. Bozorgnia was the Resident Engineer on over $15M roadway reconstruction, traffic signal, bridge retrofit, tunnel lining, Cold Central Plant Recycled asphalt paving and other infrastructure upgrades in Los Angeles.
