Ms. Evins has more than 17 years of experience in the management, design, and delivery of construction and infrastructure projects. She specializes in project and program management for complex electric utility capital programs and advises clients on project delivery, project controls, governance, risk management, contract strategy, financial performance, stakeholder coordination, process improvement, and organizational effectiveness.

Program and Project Management Advisory

Her experience encompasses the full project lifecycle, from project initiation, scope development, estimating, planning, and engineering through permitting, land rights, environmental review, regulatory approvals, procurement, construction, commissioning, and closeout. She works closely with multidisciplinary teams and internal and external stakeholders to identify project dependencies, resolve delivery challenges, manage significant cost and schedule risks, and maintain alignment among technical, operational, regulatory, customer, and business objectives.

Ms. Evins advises clients on resource planning, program financial management, cost and schedule forecasting, contract development and administration, performance monitoring, executive reporting, and the escalation and resolution of program and portfolio-level risks. She develops and implements practical, repeatable processes that improve project execution and provide leadership with greater visibility into program performance. Her work includes establishing governance expectations, standardizing project controls and reporting, developing project-management tools and training materials, evaluating project risks and constraints, and translating project lessons into actionable program improvements.

Earlier in her career, she managed municipal LED street-lighting programs and supported research, design, commissioning, and construction activities involving net-zero-energy buildings, advanced building technologies, solar photovoltaic systems, energy efficiency, and building-code compliance.

Construction Dispute Resolution Support

Ms. Evins also has experience supporting construction claims and dispute-resolution matters, including the review and analysis of project schedules, critical-path activities, contemporaneous project records, delays, and cost impacts.
