Led a team of 13 project managers supporting the portfolio and oversaw resource allocation, workload planning, project performance, financial management, schedule forecasting, governance compliance, and escalation of program-level risks and constraints. Prepared executive-level reporting on program status, financial performance, delivery risks, resource needs, and matters requiring leadership action.
Electric Transmission Relocation Project Delivery — Managed complex electric transmission relocation projects initiated by public agencies, private developers, transportation projects, and other third parties. Oversaw projects from initiation through closeout, including scope development, engineering, estimating, customer agreements, land rights, environmental review, permitting, regulatory coordination, procurement, outage planning, construction, financial management, and final documentation. Coordinated multidisciplinary utility teams and external stakeholders to manage project interdependencies and maintain alignment among customer commitments, regulatory requirements, engineering criteria, operational needs, construction sequencing, budgets, and schedules.
Program Governance and Process Improvement — Developed and implemented standardized program-management processes, procedures, templates, job aids, reporting standards, training materials, and quality-control practices for an electric transmission infrastructure program. Led the development and administration of consulting contracts supporting the program and evaluated scope, pricing structures, staffing requirements, commercial risks, approval requirements, and evolving client needs.
Project Controls and Executive Reporting — Developed and maintained project and portfolio controls for electric transmission infrastructure work, including schedules, cost forecasts, milestone tracking, risk and issue logs, change records, decision documentation, and management reporting. Evaluated project performance and emerging trends to support timely management decisions and prepared executive-level reporting addressing program status, cost forecasts, contract performance, project risks, staffing needs, and recommended management actions.
Regulatory Support — Supported regulatory processes associated with electric transmission infrastructure projects, including coordination of project information required for utility regulatory submissions and approvals. Worked with regulatory specialists and project teams to identify submission requirements, develop supporting information, track approval timelines, evaluate schedule impacts, and maintain alignment between regulatory commitments and project execution.
Temporary Generation and Changing Utility Requirements — Evaluated project and program impacts associated with changes to utility requirements governing allowable customer outages during construction. Identified increased temporary-generation requirements and the potential for substantial unplanned project costs. Worked with project teams and program stakeholders to improve early identification, planning, cost forecasting, and coordination of temporary-generation requirements.
Transmission and Generation Interconnection — Managed electric transmission interconnection projects supporting new photovoltaic generation facilities. Coordinated engineering, project controls, scheduling, cost management, stakeholder communication, regulatory requirements, and construction-planning activities required to connect new generation infrastructure to the electric grid.
Construction Advisory and Dispute Support
Construction Schedule and Delay Analysis — Supported construction dispute matters through the review and analysis of planned and actual project schedules, critical-path activities, contemporaneous project records, project delays, and cost impacts. Assisted with organizing project information and developing analyses used to evaluate project performance and potential responsibility for delays.
Construction Management Advisory — Provided construction-management advisory services involving project controls, scheduling, cost and change management, procurement, contracting, stakeholder coordination, financial management, risk mitigation, and project closeout.
Energy Efficiency and Emerging Technologies
Municipal Street-Lighting Infrastructure — Led turnkey LED street-lighting retrofit projects for municipalities and utilities across the United States. Managed concurrent multimillion-dollar projects involving design, procurement, construction, contractor coordination, stakeholder engagement, cost control, scheduling, and project closeout.
Net-Zero-Energy and Advanced Building Systems — Led building-system design and implementation activities for a net-zero-energy residential development. Evaluated and field-tested emerging technologies, modeled building performance, collaborated with manufacturers and developers, supported procurement and contract awards, developed construction best practices, and provided field oversight.
Solar Photovoltaic Research and Implementation — Managed research and field-testing activities involving residential solar photovoltaic and microinverter technologies. Evaluated system and building-load performance, utility-grid impacts, installation methods, and lifecycle costs.
